From 13–15 October 2025, the IEEE PowerTalks conference returned for its fourth landmark edition in the Sultanate of Oman, reaffirming its position as a leading platform for shaping the global conversation on sustainable energy and power market innovation.
This year’s edition gathered policymakers, energy experts, financiers, and innovators to discuss how emerging technologies, regulatory frameworks, and partnerships can accelerate the energy transition in the Gulf region and beyond.
The MED•GEM Network was took part in this prestigious forum, with its Director, Frank Wouters, chairing Session One: Power Market Updates, a high-level discussion that opened the conference and set the tone for three days of insight and exchange.
The session featured leading voices shaping Oman’s power landscape:
Maryam Al Hashimi, Director of Electricity and Energy Efficiency Policies and Strategies, Ministry of Energy and Minerals, presented Oman’s ongoing regulatory and policy reforms driving a sustainable power market, also integrating electrical storage as a crucial enabler of renewables going forward
- Hamed Saleh Al Foori, Projects and Contracts Chief Engineer, NAMA, explored diversification of the national energy mix and the shift toward renewables.
Peter R. Styles, Principal Consultant, ZETA, discussed the potential evolution of wholesale power market design in Oman and across the wider Gulf region, building in his rich and decades-long experience as a founding board member of EFET and current involvement in ZETA, the Zero Emissions Traders Alliance.
- Hisham Hassan Moosa, Senior EVP & Head of Project Finance & Global Banking, SOHAR International, shared insights on investment trends and capital flows in renewable and low-carbon projects.
- Dr. Abdullah Al Abri, VP Sustainability, SOHAR Port and FreeZone, analysed the economic impact of Oman’s energy transition and the emerging opportunities for growth, with a focus on the Port of Sohar.
Mohamed Ahmed, Senior Director, Electric Power Engineers (EPE), addressed the strategic role of off-takers, generators, and project finance in ensuring bankable power agreements.
A lively Q&A session followed, touching among other things on elements of risk allocation and management to enable investments, the cost of capital, details about the upcoming storage regulation in Oman, how to introduce power markets, and the relationship with Europe from the Port of Sohar, a conduit for trade of clean molecules and products through its shareholding by the Port of Rotterdam.
By facilitating this exchange, IEEE PowerTalks 2025 reinforced the importance of international cooperation and innovation in building a sustainable and resilient energy future — fully aligned with the European Union’s commitment to a clean energy transition and global climate objectives.
