RFNBO Certification: Morocco Prepares with the MED-GEM Network
As part of the ''Morocco-EU Green Partnership'' and the MED-GEM project, funded by the European Union,, and in partnership with the Cluster Green H2, HINICIO and CertifHy, a Training of Trainers workshop was held on April 23–24, 2025, at the International University of Rabat. The objective: to strengthen local capacities for the certification of Renewable Fuels of Non-Biological Origin (RFNBOs) in accordance with the EU Renewable Energy Directive (RED II).
Opening Remarks Focused on Regional Cooperation
The opening session gathered key voices engaged in the Euro-Mediterranean energy transition:
“Morocco is ready to play a leading role in the green hydrogen value chain in the Mediterranean. Through the Cluster Green H2 and the strength of the ‘Morocco Offer’, we are driving alignment with European standards to structure an export-ready, traceable and sustainable supply,”
— Mr. Mohammed Yahya Zniber, President of Cluster Green H2
"Through the Morocco-EU Green Partnership, the European Union is committed to supporting its Moroccan partners in building clean, robust, traceable, and competitive hydrogen value chains that meet EU regulatory requirements. The energy transition will not happen without strengthened cooperation.”
— Ms. Matilde Ceravolo, Head of Environment & Economy Section, EU Delegation to Morocco
“The MED-GEM Network acts as a catalyst for regional dialogue on green hydrogen certification mechanisms. Our ambition is clear: to position Southern Mediterranean countries as fully integrated players in the EU renewable hydrogen market,”
— Dr. Mustapha Taoumi, Deputy Director, MED-GEM Network
A Regional Dynamic in Motion
The workshop brought together 50 participants from public institutions, private companies, universities and technical partners, all members of the Cluster Green H2. This multisectoral engagement reflects a growing momentum around certification and access to the EU market.
Sessions covered the RED II regulatory framework, delegated acts, and the CertifHy voluntary scheme, adapted to the Moroccan context. Hands-on workshops strengthened participants’ skills in traceability, mass balancing, and GHG emissions reduction.
This training session, led by the EU funded MED-GEM Network with support from Cluster Green H2, and Hinicio, marks a key milestone toward the emergence of a certified, green, Mediterranean hydrogen value chain.
