Enabling Trade in Green Hydrogen and Derivative Commodities: A Cross-Mediterranean Perspective

According to IRENA’s World Energy Transition Outlook, green hydrogen and its derivatives could account for up to 14% of final energy consumption by 2050, especially in the form of industrial feedstocks and sustainable fuels. As climate and economic factors lead to production cost variations across regions, countries with abundant renewable resources may emerge as exporters, while those with strong industrial sectors but limited renewable resources may rely on imports to decarbonise their processes. In this context, cross-Mediterranean trade is the focus of various discussions and analyses.
IRENA and WTO Secretariat have been analysing the measures required to facilitate the development of international markets for these commodities, including in the recent joint report "Enabling global trade in renewable hydrogen and derivative commodities". Both organisations are engaged in supporting member countries to understand the actions needed to develop trade in these commodities. Complementing these global initiatives, the MED-GEM Network provides a regional perspective, assisting Southern Mediterranean Countries to build the technical, regulatory, and institutional foundations necessary to participate effectively in emerging hydrogen markets. MED-GEM’s work focuses on fostering policy dialogue, supporting certification and standardisation processes, promoting investment opportunities, and strengthening regional cooperation.
In this context, IRENA, the WTO Secretariat, and the EU-funded MED-GEM Network join forces to explore how global frameworks and regional cooperation can enable cross-Mediterranean trade in hydrogen and its derivatives.
